India and Estonia established diplomatic relations in 1991 following Estonia's re-independence. A small Baltic state of 1.3 million people, Estonia has achieved outsized global influence through its pioneering e-government and digital identity infrastructure — 'e-Estonia' — which inspired aspects of India's own digital public infrastructure, including Aadhaar. The two countries have developed a unique digital governance partnership, with Estonian technology companies and the e-Estonia X-Road platform informing India's digital stack development. EU membership since 2004 connects Estonia to India's broader European relationship.
