India and Maldives share one of India's most complex Neighbourhood First relationships — geographically proximate, culturally linked, and strategically critical, but politically volatile. India has been the Maldives' primary development partner, defence guarantor, and humanitarian responder for decades. The relationship entered a turbulent phase under President Mohamed Muizzu from late 2023, who pursued an 'India Out' campaign and sought to reduce Indian military presence, tilting towards China. A partial course correction in 2024 restored a degree of normalcy, but the relationship remains sensitive to Maldivian domestic politics.

CURRENT STATE
Where things stand, 2026
India-Maldives relations are in a cautious stabilisation phase after the turbulence of 2023-24. The Muizzu government has partially recalibrated its anti-India rhetoric, recognising the Maldives' existential dependencies on India — essential imports, tourist revenues, medical referrals, and development financing. Indian military personnel have been replaced by civilian technicians, a face-saving compromise for both sides. The GMCP project continues under Indian financing. India watches Maldivian political dynamics closely, aware that the fundamental strategic importance of the archipelago — and the irreplaceable depth of economic links — will maintain the relationship regardless of individual government orientations.
