Montserrat is a British Overseas Territory in the Caribbean and does not maintain independent diplomatic relations — its foreign affairs are managed by the United Kingdom. India's engagement with Montserrat is therefore conducted through the UK and within the broader Caribbean community framework. The island's population was devastated by the 1995-1997 eruption of the Soufrière Hills volcano, which buried Plymouth (the former capital) under ash and pyroclastic flows and reduced the population from approximately 12,000 to under 5,000. Bilateral ties between India and Montserrat are negligible.
